Stop plastic flag sale: HC to Govt



CUTTACK: On the eve of Independence Day, the Orissa high court on Wednesday ordered the state government to prevent sale and distribution of national flags made of plastic.

A division bench of Chief Justice C Nagappan and Justice I Mohanty gave the interim order, while hearing a PIL seeking a complete ban on manufacture, sale and use of plastic national flags in the state.

The court observed, "We deem it fit to direct the state authorities to implement the mandate of the Flag Code of India, 2002, which states that the national flag shall be made of hand-spun and hand-woven wool, cotton, silk and khadi." "The court has also directed the state government, central government and the state pollution control board to file a reply to the allegations of the petitioner within three weeks," said petitioner Siba Shankar Mohanty.

The petitioner cited that plastic flags are not made in consonance with the Flag Code of India and are non-biodegradable.

First, it affects the environment. Secondly, these flags made of plastic are an insult to the national flag.

On the occasion of Independence Day and Republic Day, people buy plastic flags and the very next day these are found strewn on roads, in drains and dustbins. People trample these flags without even realizing they are insulting the tricolour, he said.

In order to check this practice, the petitioner urged the high court to intervene in the matter and impose a ban on sale, manufacture and use of plastic flags in the state with immediate effect.

The petitioner further alleged that neither the state nor the Centre has taken any measures to stop sale of plastic flags.
