Is ‘ease of biz’ coming at the cost of environment?



MUMBAI: As the toxic air in Delhi draws global alarm and earns it the tag of the most polluted city in the world, eco-warriors in Mumbai are questioning the Maharashtra government's dismantling of environmental safeguards to push for its 'Make in Maharashtra' campaign.

"Today expats don't want to live in Delhi. Will industrialists and bankers want to work in Mumbai if the air and water become more polluted?" asks Debi Goenka of the Conservation Action Trust.

Drought and unseasonal rains in the state should act as a wake-up call for the government to take the impact on climate change seriously, he says.

The scrapping of the Industrial Location Policy on Tuesday is the latest move that has drawn concerns from environmental groups. The policy, which was in force since 1974, was meant to decongest the Mumbai Metropolitan Region and curb pollution by regulating the entry and expansion of industries.

Officials say the policy hindered the expansion of smaller units and was redundant as newer laws to monitor air and water pollution are now in place.

The state's decision to do away with the River Regulation Zone policy that set limits on industrial growth near rivers earlier this year will cause a long-term disaster, activists say. "It is very difficult to reverse the pollution of water bodies. Already, Maharashtra has some of the most polluted rivers in the country," says D Stalin of Vanashakti.

Environmental groups are even questioning the decision to allow construction projects of over 20,000 square metres to be cleared by the state environment ministry instead of the Union government. Officials say this cuts red tape and "unnecessary" trips to Delhi. "Local governments are always more susceptible to local pressures. So, another rung of clearance is better," says Goenka.
